Free Blacks in Virginia and most other states prior to the Civil War were not simply subject to an annual census but also various fees and registrations to prove their abilities and worthiness to be free.  Failure to register increased the probability of being arrested and fined for violating the law, and if unable to pay the fine sentenced to incarceration and sold at auction for re-enslavement.  The horror of it all was that women like Aggie lived in constant fear and terror of re-enslavement that could only be mitigated by agreeing to bonded servitude for a family such as that of Bushrod Washington, the Lees, Carters, etc.
